Synopsis: H.R. 2488, Congress' tax cut bill for 1999, includes relief for estate taxes, alternative minimum taxes, the "marriage penalty," capital gains taxes, and numerous other smaller proposals, including deductibility of health insurance premiums for those who buy their own health insurance. According to the authors, over ten years, the bill would increase economic growth, GDP, and would create an additional 1.8 million jobs. The Issue Brief contains a discussion of all the major elements of the bill, static and dynamic revenue estimates, an estimate of the economic effects of the bill, and a "bang for the buck" analysis of the major provisions. | ||
