(Dallas, TX): Texas legislators can’t afford to ignore the fact that increasing education funding doesn’t improve performance, as concluded in a study published by the Dallas-based Institute for Policy Innovation (IPI) that surveyed inputs vs. outputs in over 400 education studies.

“The standard prescriptions for fixing what is wrong with America’s schools – spending more, lowering class size, raising teachers’ salaries – cannot be relied on to deliver consistent results,” said IPI report author Dr. Robert Franciosi.

“Not only has the flow of resources into public schools kept ahead of inflation and the number of students, but America leads the world in the amount of money it spends per pupil. Yet this effort has by no means been matched by gains in achievement.”

Consider U.S. expenditures toward education:
· Domestically, spending per student continues to increase (a three percent annual growth rate per year from 1919 to 1998).
· Internationally, the U.S. spends substantially higher amounts per pupil ($3000 more per student, per year than Japan).

Yet what has the public received for its money?
· Twenty percent of students fail basic proficiency in the National Assessment of Educational Progress tests.
· Declining SAT scores and graduation rates, poorer test scores, and lower performance compared to other countries.

If past results provide a roadmap for reasonable, future expectations, then it becomes plain to see that pumping more dollars into the current system will not provide for better performance.
